Evaluation Team Lead
Victoria Elliott is the report's principal author. She was manager of Corporate Evaluation & Methods in the Independent Evaluation Group during 2000-2007. She joined the World Bank in 1979 and worked as an economist on agricultural operations in Eastern Africa and China, and on health projects in Africa and the Middle East. She has also had institutional assignments involving replenishment of IDA and the review of country assistance strategies and adjustment operations.
